In biotechnology, the different approach of national regulators is affected by the different health needs and of the particular sensitivity to food safety. The Community model, in these terms, has been to shape a regulation strict and restric- tive of free movement and use of GMOs, featuring businesses in this area by a significant external imposition of predetermined rules. The choices of prior authorization and labeling of GMOs, in fact, respond to the full and direct application of the precautionary principle and the principle of responsibility of enterprises and individuals to the needs of today’s society and future generations. This leads to prefer abstention and the limitation of activities, where operating in the area of uncertainty may expose the public to risks that are never fully and completely compensable. But is this aim, the only goal pursued by the European legislator or are there other reasons and justifications for the regulatory system that comes to impose «the authorisation and supervision obligation exists irrespective of the proportion of genetically modified material contained in the product in question» and that «is independent of whether the substance in question is introduced intentionally or adventitiously »? After a presentation of the Community framework and the different approaches to food biotechnology products currently used in northern countries of the world, the paper analyzes the basic motivations of European choices, offering a particular economic-political motivation. .
