Migrants still represent a vulnerable category in our cities. Especially, whether not sustained by public policy, they end to live in most peripheral and declining neighbourhoods. The thesis of this article is that migrants can be proactive agents for the regeneration of such neighbourhoods. However, how to capitalize the potentialities brought by ethnic diversity within policies of integrated urban regeneration is still an open challenge. The author develops a reflection upon a French case study: the 18th Arrondissement of Paris, with its neighbourhoods of Goutte d’Or and La Chapelle. Even if Paris never had a strong cosmopolitan discourse, such area represents the multi-ethnic side of the Ville Patrimoine. After forty years of regeneration policy, it is possible to do an appraisal on how to intervene on an ethnically diverse neighbourhood.
