The cultural routes are goods of cultural heritage and benefit from a multilevel legislation. They are relevant at international, European, national and regional level. In that multilevel legislation, various types of cultural routes are identifiable: cultural routes in a strict sense and thematic itineraries. These last types of itineraries differ from the others because they pursue territorial, economic and touristic development aims. Although this functional distinction, in the multilevel legislation of cultural routes, we can identify some features that are common to all the cultural routes
