Spatial planning must be future-oriented, not so much to predict the trajectories of the ongoing transformations, but to direct and accompany them. Planning tools have the task of ‘territorialising’ the investments deriving from supra-local development programmes. In this respect, we discuss the experience of the Piano territoriale di area vasta (ptav) of the Province of Ravenna, which, as a non-mandatory strategic tool, aims to offer a framework of opportunities for action to the local administrations. Giving an account of this experience, the contribution presents an analysis of the compatibility of the identified strategic lines with those set by the main instruments deputed to supra-local programming to create the conditions for a synergistic use of the funds available.
