This paper aims to provide a first theoretical framework within which it is inserted, in a context of transition to new models of welfare, the issue of ethics and rationality of reasons as the main factor in the success of the processes of change which they are called the organizations working in the field. Secondly, the assumption of a first set of conditions for a consistent methodological implementation path that favors the sustainability and effectiveness of these processes of change
