David Hume wrote his economic essays to educate the legislator about the proper functioning of the economy and the benefits to the state of a flourishing economy. He was more concerned with having an impact on public opinion and public policy than staking a claim on theoretical originality. This essay explores Hume’s advice on how to best organize the economy and polity to promote commercial modernization, which, in his mind, contributed to prosperity, civilization, and liberty.
