Italian unification on a federal basis is an idea that was present in a significant way in the political and cultural debate pending the Risorgimento. But the international situation at the time characterized by a structural struggle for power among European states and an overall backwardness of Italy imposed a rigidly centralized choice. An evolution in a federal shape of Italian state became possible after 1945, as the process of European integration led to the overcoming of the relations of power among European states and allowed a decisive attenuation (if not yet a full dissolution) of the economic and social, territorial and ideological barriers in Italy. The completion of European unification in terms of government is the inescapable condition for Italy to continue to progress and to prevent that the push for transformation in federal terms become a factor for the crisis of political unity of the country rather than for its modernization.
