The Iraq War of 2003 is often seen as a direct and almost inevitable consequence of the Gulf War of 1991. It seems equally legitimate, however, to understand the two conflicts as different events that, in spite of several important analogies, are not bound by a mechanical connection. A survey of available literature concerning the crises of 1990-91 and 2002-03 allows a fair assessment of the strengths and weaknesses of both theses. In the ultimate analysis, however, the author of this review essay is inclined to support the view that the two wars are best understood as two separated conflicts.
