In recent years, strategic planning in government seems to have produced few outcomes. In particular, strategic planning has pursued a willful attempt at standardization with a rigid regulation; the effect is the illusion of achieving outcomes for the mere fact of having them on paper. So, strategic planning, inducing an artificial simplification of reality, has failed to formulate a strategy for change, the most important outcome for people. According to the author, is necessary a substantial "deregulation" of the system of internal controls: in fact, the excessive rigidity and a low efficiency has caused the widespread perception of a fundamental futility of planning processes, which must be remedied.
