Italia-Germania: relazione pericolosa o affinità elettiva?

Sin dagli anni venti Federico Chabod si interessò e appassionò profondamente alla cultura tedesca. Il suo rapporto di adesione allo storicismo tedesco classico, in particolare, permette di allargare lo sguardo ai rapporti tra l’Italia e la Germania dal settecento alla contemporaneità. Un approccio basato sulla "istorica della ricezione" applicata a entrambe le culture contribuisce a chiarire il processo di creazione delle identità storiche. La formazione dello Stato nazionale e la sperimentazione delle forme di totalitarismo in Italia e Germania sono due questioni analizzate nel testo. Le ambiguità costitutive del rapporto tra l’Italia e la Germania divennero visibili nelle vite di due italiani: Primo Levi e Giuseppe Renzetti. Il saggio si conclude con osservazioni sulla trasformazione dei rapporti tra l’Italia e la Germania dopo la riunificazione nel 1990 e sull’instabile significato delle identità nazionali nell’età della globalizzazione.

Italian academia facing an international scenario: Issues and trends

The opening up to international debate of Italian accounting studies has required local researchers to deal with scientific paradigms based on assumptions, theories and methods markedly different from those that have been leading for decades the local knowledge production system. In an international scenario, a leading part has been played by the Anglo-Saxon mainstream paradigm. Not surprisingly, the interest of many Italian scholars has been catalyzed by such studies. However, the paradigm behind these studies is not free of criticism, as emerges from a qualified debate arising at international level around the pros and cons of this scientific approach. This paper - and the others collected in this Special Issue - hopes to contribute to the debate, with the aim, on the one hand, of overcoming some unbending defensive positions and, on the other hand, of favoring a conscious internationalization process.

Italian Agriculture in the Context of Climate Change: The Role of Irrigation for Sustainable Development of Rural Areas

The work starts from the analysis of the objectives of the new Common Agricultural Policy which provides a tight integration between the agricultural and the climate-environmental components and that identifies a proper and efficient management of water for irrigation as an important instrument for the protection of this resource and, at the same time, for the development of primary sector. After the evaluation of the importance of irrigation investments for the competitiveness of Italian agriculture, the report contains an overview of the impacts of climate change in agriculture and of the economic models to estimate such impact; than it reports an econometric analysis to estimate the role of irrigation for Italian agriculture. Data used came from the database FADN. They refer to observations at farms level for the period 1990-2010. The main results of the econometric analysis are that irrigation of fruit and vegetable crops is particularly relevant to the northeast of the country (with an increase in income estimated in the order of 14%), and, the relevance of the irrigation of arable crops is related to the whole country (even if the most important impact has been observed for the south of Italy and the islands where we observed an increase in income of about 12%). In the second part the paper analyzes irrigation management in the different river basin districts. The analysis, made by OTE, shows a different degree of efficiency of irrigation in relation to the main characteristics of crops areas: in the Padano district and in the district of Alpi Orientali, with reference to cereals and fruit, irrigation management seems to be characterized by a lower level of efficiency; same situation is presented in the district of Sicily with refers to the cultivation of cereals. A higher degree of efficiency and virtuous behaviors emerge with reference to horticulture, floriculture and fruit in the districts Appenino Meridionale and Appennino e Settentrionale.

The Covid-19 emergency has made evident the need for a new approach to public communication and, consequently, the update of the public sector commu-nicators skills. Starting from the analysis of the differences between professional condition, education, digital competence level and, especially, working activities carried out by public sector and private sector communicators who have partici-pated in an Italian media regulatory authority (AGCOM) survey, the goal of these contribution is to identify those elements of innovation in private sector communi-cators job that could be useful in shaping a new professional figure suitable for the evolution of the public communication role in a increasingly disintermediated in-formation environment.

Italian Economists and the Railway Issue at the Dawn of the Twentieth Century

Efforts to reorganize the railways in Italy in the second half of the eighteenth century led to the promulgation of Law n. 137/1905, which ratified the nationalization of the lines. Hence, an autonomous institution under the control of the Ministry of Public Works, aspiring to operate as an industrial company, subjected to limited political influences and accounting controls, administrated the railways. This paper reconstructs the debate that arose shortly before and in the immediate aftermath of the promulgation of the law. As will be discussed, Nofri, Trevisonno, Pantaleoni, Einaudi, Pareto, and Borgatta not only addressed the possibility to entrust the administration of the railways to a workers’ cooperative, as the public operation had displayed critical issues, but they also seized the opportunity to foster the establishment of a socialist system based on trade union ownership.

Italian history, Mediterranean history: New perspectives on an imperial and colonial past

In recent years, historiographical research has increasingly focused on the link between Italy and the Mediterranean, taking into account the debate on new spatial categories in national, regional and global history, and showing a growing interest in imperial history. This article discusses the status quo and future research perspectives. Focusing on four recent Englishlanguage publications, it approaches the Mediterranean as a space that challenges mainstream Italian history by highlighting its imperial nature, including decolonisation processes and their legacies in the present. Based on these premises, the article engages in a dialogue with other geohistorical “areas” of the Mediterranean, examining sources written in different languages and paying particular attention to local experiences prior to the Italian occupation.

On the other, consumption of unhealthy food, drinks, over-the-counter drugs and psychoactive drugs, is on the rise, primarily in conjunction with the spread of a culture which embraces free time and socializing.

Italian Megaprojects: High-Speed Railway Feasibility

This paper analyzes the feasibility of a new high-speed railway line (megaproject) in order to establish and verify the minimal conditions, that influence the results of the analysis (parameter values of: cost per km, amount of demand and share of diverted traffic from road system). Feasibility is investigated from the many different standpoints, such as those represented by the Infrastructure Manager, the Railway Operator and the Community. As for the first two subjects involved in the projects, their financial sustainability must be verified; for the latter, the economic achievability needs to be proved.

Il prototipo della piazza italiana ha esercitato una forte suggestione sulla cultura urbanistica nel contesto angloamericano e indirettamente ha portato l’avanguardia disciplinare a interrogarsi sull’essenza ultima della pianificazione. Le alchimie spontanee architettura-­società insite in alcuni luoghi mettevano a nudo i limiti del progetto tecnico nella metropoli contemporanea. Camillo Sitte ha codificato e diffuso internazionalmente la grande lezione della “stanza a cielo aperto” all’italiana, alla fine dell’800. La piazza ha ispirato Civic Centres, soluzioni monumentali e progetti di rinnovo urbanistico basati sui bisogni delle comunità. Autori come Unwin, Hegemann, Gropius, Mumford, Lynch e Venturi ne hanno ripreso e sviluppato la linea, con riflessioni fondamentali sull’uso dei luoghi collettivi cittadini. In tutto questo la tradizione urbana italiana è stata puntualmente presa a riferimento e parallelamente contestata. È andata progressivamente in crisi l’idea di una sua esportabilità letterale come modello, ma mai del tutto quella di studiarne i principi organizzativi, né l’apprezzamento per le sue tipiche componenti di disegno spaziale, da ultimo banalizzate dalla diffusione dei centri commerciali.

Italian Power Exchange and unilateral market power in Italian wholesale in electricity market

Italian power exchange and unilateral market power in Italian wholesale electricity market (Rossella Baselice) - This paper analyses the Italian wholesale electricity market with the aim to evaluate if it suffers from unilateral market power, namely firm’s ability to unilaterally increase prices above a benchmark price level in a profitable manner with profit increases stable over time. Though the study concerns unilateral market power, it is important to consider possible interaction among firms, due to the characteristic of electricity of being a homogeneous good. In this context, a useful approach to measure market power implies the analysis of each firm’s residual demand, defined as the total market demand less the sum of the rivals’ supplies. In this way, we are able to study the relationship between firm’s price and quantity, taking into account rivals’ reaction function. The analysis is conducted using data collected and published by the Market Operator, GME. The data refer to bid offers submitted by generators to the Day-Ahead Market during the first 4 months of functioning of the Italian Power Exchange (IPEX). The bid data are processed to provide geographical relevant markets and an appropriate algorithm enables us to analyze the zonal data in order to construct the individual ex-post residual demand of the generators for the hourly zonal markets. We then calculate the price elasticity of the each curve evaluated at the equilibrium market price. The inverse of the elasticity gives the Lerner index, the extent to which every supplier is able to raise the hourly price above his marginal costs. Averaging over hourly values provides us with measures of unilateral market power exerted by each generator over the analysed period. The results suggest the generators exercise market power. In particular, although the liberalization, Enel Produzione is still the most important generator, with a Lerner index noticeably higher than the rivals in all market zones, except Sardinia, where a duopoly exists with Endesa playing an important role as much as Enel. The results are confirmed by the joint study published in 2005 by the Italian Antitrust Authority and the Energy Authorities, followed by actions taken by the Antitrust Authority in order to promote greater competitiveness on the Italian electricity market.
