From a careful observer of international dynamics to a key player in shaping the regulation of the new space economy: this is the trajectory followed by Italy, culminating in Law No. 89/2025. Yet the frontiers opened by technological innovation make it necessary to rethink the architecture of administrative procedures designed in the twentieth century. This contribution therefore aims to examine how the new law, in regulating the issuance of authorizations for the conduct of space activities, has – despite several ambiguities – introduced significant innovations to the traditional party-initiated administrative procedure as outlined in Law No. 241/1990. .
